Title 1 Parent and Family Engagement Policy 2025-2026
PURPOSE: The purpose of the Parent Involvement Policy is to purposefully and meaningfully involve parents in the process of educating students.
ANNUAL MEETING: Clark-Moores will host a beginning-of-school orientation and open house at a time that is
convenient for parents, to which all parents are invited and encouraged to attend. At this meeting, parents will be informed of the school’s participation in a Title I School-Wide Program and the purpose and requirements of Title I and their right to be involved. Additionally, parents will have the opportunity to meet with building faculty and staff to familiarize themselves and their students with the facility and to learn about the programs and activities available through the school, such as the school nurse and Youth Services Center. On the first day of school, students are given a packet of information, which will include a letter and School/Parent Compact that parents are asked to sign and return to the school.
ON-GOING CONTACT: Throughout the school year, Clark-Moores shall involve parents in an organized, ongoing, and timely manner in the planning, review, and improvement of Title I programs. Clark-Moores will maintain parent contact through regularly scheduled parent/teacher conferences, special events, programs, and regular communication.
Parents Shall Be Provided:
- Timely information and opportunities to attend regular meetings
- School performance profiles and their child’s assessment results, including an interpretation of the results, if needed.
- A description of the school curriculum, types of assessments used to measure student progress, instructional practice, and proficiency levels.
- A timely response to any parent-initiated questions or suggestions.
Shared Responsibility for High Student Performance
Clark-Moores has jointly developed with parents, for all students, a parent/school learning compact.
Building Capacity for Improvement
Clark-Moores shall build the capacity for strong parent involvement by:
- Providing assistance to parents in understanding national, state, and local goals, standards, and assessments; Title 1, Part A requirements; and how to monitor their child’s performance, as well as information on how parents can participate in the education of their child.
- Educating all school staff on how to reach out, communicate with, and work with parents as equal partners.
- Involving parents, where appropriate, in the development of training for teachers and other staff that improve instruction as well as decisions regarding budget, use of school space, and utilization of staff.
- Providing other assistance, as appropriate, such as parent resource centers where parents can learn about child development and rearing from birth, designed to help parents become full partners in the education of their child.
- Training and supporting parents to enhance the involvement of other parents, where appropriate.
- Providing all parents with access to the school discipline code and attendance policy.

Clark-Moores Title I Family and School Compact
Updated on 2/21/2025
Dear Parent/Guardian,
Clark-Moores is a wonderful place for young people to learn and grow. We embrace the phrase “Every Brave, Every Day” at our school, which means that we stress rigorous academic instruction, regular attendance, and positive attitudes. The faculty and staff are committed to the ongoing success of all students. We believe that to achieve these goals the school’s faculty and staff, students, and parents must agree to work together collaboratively and communicate in effective ways. Several programs are in place to help us all succeed. For example, Clark-Moores houses a family resource center, full-time nurse, and other support staff.
Clark-Moores is a Title I participating school. This means that federal funds are provided to the school to support the delivery of high-quality curriculum and instruction and to encourage parental involvement. We are committed to building a strong parent-school partnership. This will allow our parents and teachers to work together to achieve maximum success for all students. We recognize that you are your child’s first and most important teacher.
Research has proven that a parent’s continued involvement is essential for student success. A learning compact is an agreement among groups that firmly unites them toward a specific goal. This parent-school compact has been developed and approved by parents, teachers, and the Site-Based Decision-Making Council for the 2024-2025 school year.
Throughout the upcoming school year, you will be invited to participate in various school-related activities such as Open House and Parent-Teacher Conferences. All Site-Based Conferences are open to the public and parents are encouraged to attend and participate as the council develops and approves policies/procedures. We hope that you will take every opportunity to partner with us at Clark-Moores to become involved in your child’s education.
Sincerely,
Travis M. Marcum, Principal
